Title of the study: A Study to assess the effective implementation of Mahatma Gandhi National Rural Guarantee Employment Scheme (MGNREGS) in Rahpura Ganimat village, Distt. Bareilly, UP. 2. General Introduction: The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) is an Indian job guarantee scheme, enacted by legislation on August 25, 2005. The scheme provides a legal guarantee for one hundred days of employment in every financial year to adult members of any rural household willing to do public work-related unskilled manual work.

This act was introduced with an aim of improving the purchasing power of the rural people, primarily semi or un-skilled work to people living in rural India, whether or not they are below the poverty line. Around one-third of the stipulated work force is women. 3. Statement of the problem: MGNREGA is one the biggest programme of Govt. of India to provide job guarantee to the people of India who are willing to do unskilled manual work. This study is conducted in Rahpura Ganimat Village, Block Damkhoda, Distt. Bareilly, UP to assess the effective implementation of MGNREGA and the engagement of the people in this scheme.

Most of the people do not know about MGNREGA is a guaranteed scheme and provide unemployment allowance in absence of work. MGNREGA ensures one third participation of the women in this scheme but in Rahpura Ganimat women are not participating in this scheme as Act defined. 4. Field of the study: This study has been conducted in Rahpura Ganimat Village. Rahpura Ganimat is a village located in the Bareilly district of Uttar-Pradesh state. The Total Adult population of the village is 2317. In which male population is 1260 and female population is 1057. This village is dominating by muslims with more than 70% population.

Rahpura Ganimat has mainly OBCs, SCs and General castes. 5. Objective of the Study: a. Specific objectives: * To assess the effective working of MGNREGS in Rahpura Ganimat Village. b. General objective: * To find out whether the income pattern of the people in the surveyed region has changed after the NREGS and how so, if it has changed. * To examine the implications if poverty could be reduced when the Act is implemented well. 6. Working Definitions: * Assess: Here assess means to judge the quality of MGNREGS. * Objectives: objectives which are planned to do or achieve in MGNREGS. Effective: successful . * Implementation: to put a plan or system into operation. * Act: Here act means Mahatma Gandhi National Rural Employment Guarantee Act (Act of the Parliament of India) * Scheme: an officially organized plan or system. 7. Research design: Qualitative Research. 8. Sampling Details: * Sampling method: Kth sampling. * Universe: Rahpura Ganimat Village. * Study Population: All the job card holders who have registered under MGNREGA (390) * Sampling Size: 50 respondents from who are registered under MGNREGA and 50 respondents who are not registered. . Details of tools of data collection –

* Methods of data collected: The researcher used both primary and secondary method for the collection of data. * Tools of Data Collection: The researcher used Interview schedule which consists of 36 questions having both close and open ended questions which were asked to the beneficiaries of the scheme. * There are 10 questions consist Personal Details of respondent. * 20 questions are related to the process of MGNREGS based on the objectives of the Act. * 6 Questions are about the opinion of the respondent. There are 23 questions which were asked to the non participant in MGNREGS. * 10 questions are about personal details of the respondent. * 13 questions are related to their opinion and reason of non participation in scheme. 10. Data Analysis Plan: The data analysis will be done through Microsoft excel and SPSS. 11. Time Schedule: From January 2012 to March 2012 12. Budget:__________ 13. Expected Outcome: From the research outcome researcher would be able to know the participation of the people especially women in employment guarantee scheme and the effective implementation of MGNREGA in Rahpura Ganimat Village.
