The emancipation announcement was issued by Abraham Lincoln on January 1,

1863, during the American Civil War, declaring all & # 8220 ; slaves within any State, or

thenceforward, and everlastingly free. & # 8221 ; The provinces affected were enumerated in the

announcement ; specifically exempted were slaves in parts of the South so held

by Union ground forcess. Lincoln & # 8217 ; s issue of the Emancipation Proclamation marked a

After out interruption of the Civil War, the bondage issue was made ague by
